with your cats in, and your mods, you should pass no problem. Have you checked for any vacuum leaks? You need to make sure you get the car good and hot before you go in. Personally, I run my car almost dry, and put a bit of 87 in, helps with passing. Also, you can do other tricks like retarding your timing a bit. But I would start by making sure you don't have any leaks, check your computer to see if it's throwing any codes... you might also need to 02's.
